We are seeking a detail-oriented and analytical Junior Analyst to support the Federal Emergency Management Agency (FEMA) Planning and Exercise Division (PED). This role provides technical and research-based support to enhance FEMA’s enterprise planning capability through data-driven insights, evaluation of emergency management policies and programs, and the development of digital tools and data solutions.
This position plays a vital role in the development and coordination of strategic and operational plans that strengthen FEMA’s readiness to respond to disasters and emergencies across the United States.
The ideal candidate has a strong background in emergency management planning, excellent analytical and communication skills, and a desire to contribute to meaningful work that enhances national resilience.
Essential Job Functions:
- Apply social science research and evaluation methods to assess emergency management programs, policies, and operational procedures.
- Conduct both quantitative and qualitative data collection, analysis, and interpretation to support evidence-based planning decisions.
- Support data formatting, cleaning, and database management tasks across enterprise planning systems.
- Assist in developing data visualizations, dashboards, and performance metrics to track planning effectiveness.
- Utilize programming languages (e.g., Python, R, Java) to support data analysis, automation, or basic web application tasks.
- Support maintenance of databases such as MySQL, MongoDB, or other large-scale data environments.
- Collaborate with senior planners, analysts, and federal stakeholders to identify data needs and assist with evaluation design.
- Conduct literature reviews, contribute to analytical reports, and prepare technical documentation.
- Assist in the development of tools and templates that integrate data science techniques into FEMA’s planning workflow.
Qualifications
Necessary Skills and Knowledge:
- Knowledge of SharePoint, shared drives, and/or HSIN.
- Basic understanding of statistics, mathematical modeling, and data science techniques.
- Strong writing and communication skills, especially in translating analytical findings for policy and operational use.
- Ability to work effectively in a team environment and communicate with internal and external stakeholders.
Minimum Qualifications:
- Minimum two (2) or more years of related work experience in the day-to-day management of information and documents to include SharePoint sites, share drives, and/or HSIN.
- Experience managing information and documents.
- Must have a Public Trust clearance.
Preferred Qualifications:
- Prior experience supporting FEMA or other federal emergency management programs.
- Familiarity with data visualization tools.
- Knowledge of emergency management doctrine and national preparedness frameworks.
- Exposure to planning and evaluation activities within a government or academic setting.
